like a little kid who's been made to apologize for something he's really not sorry for at all

That's it in a nutshell. The apology he delivered in "Something Wicked" way back when was heartfelt and articulate and I really believed him, which to me shows that he does know how to apologize, he just thinks he doesn't have anything to apologize for.
